I was thinking that maybe we could have some kind of special holidays event, perhaps higher exp/drop rates.
Would definitely get more people to get on and actually play a bit, which lets face it, is what quest has always been lacking of.. and lately its been really dead.
Just an idea, feel free to comment or add to it.

How about a random event generator? Have a table of 6-10 events and 1 random day, or set day, a week one of them happens. Award points which could be traded in to the event store for special prizes, or even rares/supers/leg. Or some long term buffs you could buy, like 30 day ones.
Some basic event ideas:
1. Find x# of special event drops from any mob.
2. Hunt for a special boss encounter that could occur anywhere and would scale to fight you at your level.
3. Win the most pk tournys that day.
4. Get the most pk's that day.
5. Add a secondary "event gold" that you would get 1 piece of after each kill. You could trade in 100, or 1000, for an event box. Opening the box gives a random item near your level or the winning ticket for the event.
6. Add a special mining event drop that only drops by using fanatic dig in the mine, something like dirty globs? Take them to town, pay the smith to clean them, and see if you have items or the winning event drop.
7. Fat loot day! All item drop % are increased by 5-10%.
8. Big money! All gold drops are increased by 10%.
9. Easy street! 5-10% bonus xp.
There's a good start, I'm sure there are more ideas out there. I think it's a good base for an event system though.
