The stated stats for the cat make no sense when it comes to its "double" attack during a turn. I have 200 more FOC than it had and it does this. Is this another slap to the face for FOC warriors?

Its not broken, the attack speed is not determined by FOC vs FOC, it is your opponents Focus vs your Def. Inversely, its your focus vs the cats def. You may have more focus then the cat but it is your focus compared to his def and vice versa, that is what determines who attacks and when.

Fing you are actually pointing out how things worked prior to FOCUS. A change that came in with some stealth is that attacks take a flat amount of time called the "recovery time".  For example, right click on any attack or heal HP, or anything you do in battle. They all have a 'recovery time'. The norm is 3sec. Fast attacks, (like Evil cat has) is 1.5sec. Lightning spells are 1.5sec recovery... healHP with potions is 6sec.
