I just found a legendary Steel Ring

Now as far as im concerned, thats a rare drop, and thus should be a good one... but its S*%T! the ring that Gaar drops is better than that (for fighters atleast) seriously, for a legendary item, thats WAY underpowered.....

I guess my point is that jewelry, even legendary jewelry is so weak that it makes almost no difference at all.

I wouldn't say the Gaars ring is better, Gaars is 20str, -20int, that's a net of zero mods, just shifts them around. Your ring is much better then that. Low level legendary items are still low level, they cant have insane mods.

I agree with Fin. You have to look at a Legendary in comparison to other items of different quality in the same level drop. A low level rare should be better than a common, etc. But not every epic or legendary is supposed to be the best in the game.

that is very true. i bought a legendary weapon yesterday, and it was significantly stronger than a super i found. the super was 20-30lvls higher too. i think if you look at the whole picture not just the lower level equipment then it seems very balanced...for now
