I suppose i should have noticed this before... but it looks like a players dodging ability is capped at 75%, crits seem to go to 100%, is this indeed the case?

yup. It is a hard cap (not imposed by the formula, but rather on top of the formula) to prevent insanity!  Cool

It makes Def kind of pointless, though you said something about parry perhaps being added, that could make a difference. For strictly just leveling purposes as it stands, i would recommend adding no def and just going focus and str. Looking at how the builds played out- I have been 3def 2str the whole way, I get no crits and i dodge a decent amount, not near 75% though yet. I kill everything in 3-4 hits. If instead I had gone 3foc 2str, id have the same str, I would always have first hit, never get dodged, and eventually crit 100% of the time. My dodging wouldnt matter as i would get first hit, crit, get hit once then kill the mob. Gives focus a huge edge over Def, eventually by just adding focus and str you will get first hit on everything and kill it in one hit.

I get that... but i didnt know that there was a cap on dodge. If it was just for pure lvling i would think 3foc 2str would be even faster

But surely if you're killing mobs that easilly then you would just move on to higher level mobs? From what I can tell the DEF and FOC formulas check against the mob's level. Unless you're fighting at the highest possible level its hard to imagine a situation where you're fighting with 100% crit and still killing things that give a decent amount of exp for your level. In that regard the caps are not a concern for players unless they're sending really high level gear to a really low level alt, in which case the caps make perfect sense.

On the subject of parry, I think its a good idea. To steal the phrase from WoW; 'Parry thrash' is a very natural and elegant way of giving a defensive stat an offensive edge (which many players need in a stat to justify it).

It does check against the mobs lvl, though it gives a player something to shoot for. With Def the best i could hope for is 75% dodge, with Focus I could eventually get 100% first hit, crit everytime. It might be more efficient to train on mobs i can 1 hit and never get touched, even if i could fight higher lvl mobs.
